TopAnalysis apply ghost-associated tracks selection in EventSaver

Federica Fabbri requested to merge ffabbri/athena:21.2-ffabbri-GATrackSelEvntSaver into 21.2

The outcome of the selection on quality and primary vertex association was attached to the tracks but not applied before storing them with the event saver. Now the outcome of the selection is checked before storing the tracks. The issue is described in ANALYSISTO-1016
