add LS and SS frames to NSW AGDD, move JD to passive materials

Hi,

this MR updates 21.3 (and 21.9) to the version of NSW AGDD description xml files that were used to create the latest muon layouts MuonSpectrometer-R.09.02.Asym and MuonSpectrometer-R.09.02. In particular the description of the LS and SS frames was added and the description of the JD was moved to the passive materials AGDD xml description.
