Removed mutable declaration from variable m_roadType in MuonPatternCombination. Also removed unused tool MuonPatternCombinationMissedHitFillerTool.

Removed mutable declaration from variable m_roadType in MuonPatternCombination. This mutable was only changed from MuonPatternCombinationMissedHitFillerTool, which is no longer used. I also removed this tool. This MR is for the ATLASRECTS-5671.
