Cleanup the cmake configuration of a few egamma packages:

  • remove atlas_depends_on_subdirs
  • tidy library and external dependencies
  • enable flake8 where relevant and make code compliant
  • replace CLHEP/SystemOfUnits.h with the one from GaudiKernel
