Configuring L1TopoSimulation using Run-3 style menu

First implementation of the Run-3 menu style, configuring the L1TopoSimulation from the L1Menu package. Tested with L1TopoSimulationTest and L1TopoSimulation running with script runHLT_standalone.py. Old packages that will not likely be used during Run-3 are still being kept for later cleanup. Output decisions to CTP simulations to be added in a separate MR.

This addresses ATR-21866
