Propagate new cell time cut on master

Propagating the changes to cell time cut in cluster making, already merged into r21: !36860 (merged) (sweep failed). We are also adding an option for restricting the time cut to seed cells with E/sigma smaller than a given threshold (WIP). All options are switched off by default and can be turned on at preExec.
