Make EventBookkeeperTools properly dual use

Make EventBookkeeperTools properly dual use and work in all builds.

I needed to update package filters for AnalysisBase and AthGeneration a bit. Note that this only adds core packages so it should be acceptable.

Also fixes ATEAM-602 and some unit tests in AthGeneration.
