More robust bin selection based on outEnergy in PunchThroughTools PDFcreator.cxx getRand()

New bin stepping in case of empty y-projection when determining kinematics based on punch through particle outEnergy. Now step incrementally towards projectionX bin with most entries rather than centre of histogram.

Tested with 10k events of 100GeV 800Gev and 5TeV single pions.
