Default SF for ChargeMisID with PLV iso

Baptiste Ravina requested to merge ravinab/athena:AT-chargeMisIDwithPLV into 21.2

Make AnalysisTop return SF=1 when using ChargeMisID with PLV electron isolation (currently not supported), instead of using no-iso SFs.
