Implement standard small R jet definition in new style jet config

We prepare the new style jet config so it implements the standard small R jets to be run in T0 reco.

Most of the changes only concern python files related to the new style configuration. They do not impact the current standard reco. Some header files have minor compilation fix.

This MR introduces a new top-level function in the StandardSmallRJets.py module : StandardSmallRJetCfg() which is expected to be called from standard reco scripts.
