updates to l1calo bitwise framework to connect EDM output

The goal of this update is to connect the trigger objects created in the bitwise simulation framework for the eFEX egamma algorithm to the xAOD EDM created for it, and write them into storegate. This required a renumbering for the eFEX, and considerable code additions throughout the code. It is a bare bones output, with just the et, eta, phi, and eFEX number being stored. However, the output is already sorted by et and truncated per eFEX.

This is a first and critical step to create an eFEX chain in master, as flagged in ATR-22340.
