Make PileUpToolsAlg name configurable (temporarily)

John Derek Chapman requested to merge jchapman/athena:PileUpToolsAlgNaming_CA_master into master

Making the name of the PileUpToolsAlg instance configurable in the ComponentAccumulator-based configuration, makes it easier to compare to the old-style configuration and also (as the random number seeding often uses the full component name) allows the output to agree between old and new style configuration.
