move to DB with IOV over full Run 2

Configs contain an override for the conditions DB to pick up conditions to evaluate pixel networks in LWTNN. The IOV of the table did not reach until the start of Run 2 causing crashes in MC15 (monitoring) jobs. ATR-22343 and ATLASRECTS-5761

New DB entry with larger IOV provided by @srettie. Update here picks up this new entry.
