Fixes of Pixel Error Monitoring histograms from r22 validation

few minor issues has been discovered when rel22 was validated wrt rel 21. Here fixing issues on rel 21 side, which are:

  • fix of setbinlabels errors due to improper labeling of PixelMon2DLumiProfiles histograms
  • fix of empty femcc error counting histograms
  • fix of total IBL error counting from service records
  • fix swap of SEU Hamming Code and SEU Hit Parity FE errors
  • adjustments of labels and titles of several histograms
