Another Muon memory leak fix

The call-chain from MuonCombinedInDetExtensionAlg::execute -> MuonInsideOutRecoTool::cleanup() did work b/c IMuonCombinedInDetExtensionTool::cleanUp() wasn't declared virtual. This MR fixes this shortcoming.
