Porting BoostedJetTaggers to master

This is the first pass at porting BoostedJetTaggers to master. Only the classes that are expected to be used moving forward are included. Some property changes have been implemented to enable DecorHandles. The functionality to apply truth labels is completely removed. The IJetSelectorTool interface has been renamed IBoostedJetTagger to be more descriptive.
