xAODJiveXML: update jobOptions for jet collection names

Liaoshan Shi requested to merge lshi/athena:jivexml-pflow into 21.0

Change the default jet collection to AntiKtEMPFlowJets. Change the default behavior and write all jet collections to the JiveXML output. Resolve AA-12.
