Include VrtSecDecay into AthDerivations packages

Hi,

A new package was added in !37882 (merged), but forgot to add in this new package into the AthDerivation/package.txt file, which caused it to be missed in recent builds. This MR adds the new package VrtSecDecay into the AthDerivation package filter.
