jet hypo: improve robustness of sufficient jets test

Although the problems described in ATR-20466 were not seen in recent short trigger ART tests, a more robust test on whether enough jets are present in the event to pass the hypo is provided.

There seem to be a lot of trigger count changes. Do the references need changing or is it unexpected? Tom - L1 shifter

am not sure what is going on. haven't yet looked in detail, but a lot of counts changes (eg taus) are unrelated to jets I think
