AnalysisTop: Fix for loading CutBookkeepers for samples with only one weight

This MR fixes reading of CutBookkeepers in AnalysisTop for samples with only one MC generator weight. In such cases the PMGTruthWeightTool returns empty vector instead of vector with single weight, this behavior requires special treatment.
