Updating Tier0ChainTests q221 and q431

This MR updates two TCT tests:

  • q221:

    • increased the number of events for the Reco_tf step from 25 to 100
    • increased the number of processes from 2 to 8 for the "mp" version
    • increased the number of threads from 1 to 8 for the "mt" version
    • increased the number of events for the diff step from 10 to 30

  • q431:

    • decreased the number of events for the Reco_tf step from 1000 to 100
    • increased the number of processes from 2 to 8 for the "mp" version
    • increased the number of threads from 1 to 8 for the "mt" version
    • increased the number of events for the diff step from 10 to 30
