JetMomentTools Calibration File Fixes, master branch (2020.12.19.)

Updated JetVertexTaggerTool and EFMissingETFromTrackAndJets to find their default calibration files correctly. This became necessary after !39279 (merged), as discussed in ATLASRECTS-5854 and db8b00d5 (comment 4060436).

@fwinkl, it's at your discretion, but I would much rather have this one merged in for tonight than !39340 (closed). In my local testing this does fix our reconstruction workflow. (Note that all other clients of this file were finding it with its "correct path" already.)

It would also be worth a side-discussion btw. how the EF MET tool hardcodes the name of this calibration file in its .cxx file. Without defining a tool property for overriding it...
