DetDescrCnvSvcConfig.py: Put DetDescrCnvSvc on the create-service list

I discovered a use-case where the DetDescrCnvSvc needs to be on the CreateSvc list. Doing this now. Setting full-unit-tests to check for possible undesired side-effects.
