Add mb_sp performance chains for mb_sptrk

This MR adds HLT_mb_sp_L1RD0_FILLED chain that is the preformance chain for the mb_sptrk. As of now the SP requirements are the same, just no tracking is run. It remains to be seen if we will loosen SP requirement. Tagging @pbalek
