Improve CA-based digitisation steering

Improve CA-based digitisation and overlay steering. Unify detector autoconfiguration and setup default steering for (non-pileup) digitisation. Also cleanup overlay steering a bit.

Note that a lot of detector flags have been added. This is hopefully temporary but added to match the current behaviour of other workflows.
