Adding Debug message option to muon pflow OR in SUSYTools

John Kenneth Anders requested to merge janders/athena:ST_PFlowDebugMessage into 21.2

Explicitly added a line to set the debug message of the Muon PFlow OR tool when used by SUSYTools (the output level will be propagated by the SUSYTools output level).
