to add ART tests with Dev_HI_run3_v1 (AthenaMT) (ATR-22716)

Addition of the ART tests running Dev_HI_run3_v1 menu with ahtneaMT.

• Trigger/TrigValidation/TriggerTest/test/test_trig_mc_v1DevHI_build.py
• Trigger/TrigValidation/TriggerTest/test/test_trig_mc_v1DevHI_grid.py are newly created based on tests for Dev_Phys_run3_v1 menu (i.e. test_trig_data_v1Dev_build.py and test_trig_data_v1Dev_grid.py)
