Adding an abstraction (input data flattening) over AthExOnnxRuntime

This MR will add a package AthOnnxruntimeUtils for flattening input to onnxruntime and with the presence of batch size will concatenate the inputs. Adding @dguest , @afarbin , @jraine ,@mfenton
