Add mbts HLT chain

  • MBTS chain definition in LS2_v1 menu (with updated references)
  • MBTS hypo alg & tool Followups that are necessary: MBTSBits collection recording, improved monitoring, DQ. cc @kwozniak @kburka @dbogavac
