Fix CTP Monitoring (ATR-22194) and migrate to new L1Menu

This MR achieves two things

• Migrate the CTP/MUCTPI to the new L1Menu
• Fix mismatch warning when running on data and resimulating the CTP

The later addresses ATR-22194 but there are still some MUCTPI related warnings from BSMonitoring
