Enabling perFE pixel monitoring histograms

small update of pixel monitoring code:

• after MR !39912 (merged) pixel FE status histograms can be filled, so
• status, hit and cluster (all and on track for the latter) occupancy histograms are now made per FE for every LB
• enabling those histograms also for online (P1) running

added DQ InnerDetector master labels

This merge request affects 2 packages:
