22.0-TrkParameters_unique_ptr-TrkExTools

switch to unique_ptr versions of TrackParameters::clone and Surface::createTrackParameters. Trivial change in context of ATLASRECTS-5967, item 14. Additional cleanup just uniformly using std:: cmath functions.
