Draft: Remove unused jobOptions and python modules from TrigSteering, part of ATR-22748

Eventually we can remove TrigSteering entirely, but in the meantime it has some obsolete Python/jO, in particular some depending on TriggerMenu. Delete this code to move ahead with the TriggerMenu removal (ATR-22748).
