Remove TransBS configuration - only used in Run 2 jO

Remove jobOfragment_TransBS_standalone.py - only used in Trigger_topOptions_standalone.py, which itself is only called by TriggerMenuXML. In TMXML a data file is used to generate the menu, so jobOfragment_TransBS_standalone.py is never included.

Builds on !39213 (merged), part of a general clean up of Run 2 code
