ATLASRECTS-6021. Try to fix possible out of bounds access

ATLASRECTS-6021. Avoid access out of bounds. The way the legacy config files are written we need to treat >2.47 as "invalid".

At some stage prb we should get rid of the legacy cut based for electrons but as still it runs lets try to fix it add some comments ....
