Several changes in the TRT_RegSelCondAlg

• Fixed the usage of TRT Detector Elements. TRT_RegSelCondAlg switched to the retrieval of TRT detector elements from TRT_DetElementContainer condition object. Previously detector elements were retrieved from the TRT Detector Manager.
• Dropped the dependency on PixelCablingCondData. The latter has been used only to define IOV Range of the output condition object. The range is now taken from the input TRT_DetElementContainer condition object.
• Dropped the ManagerName property. This property now became redundant.
