Fix precision electron sequence input dependencies
Breaking off part of !40082 (closed) to make it more manageable

The PrecisionElectron(_GSF) tracking sequences had some input dependencies that don't always exist. Fixed the conditions appropriately, and also fixed one of the tools so that it could actually handle being configured not to load this data.
