Add tau chains (1st calo step) configured using the newJO

Tomasz Bold requested to merge tbold/athena:tau-new-jo-step1 into master

This MR provides first version of new jO config for taus. Refactoring will be needed to add the tracking based steps but the calo step seems to work and provide some rejection.
