Fix inconsistencies between old and new configuration showing up when SCT and TRT monitoring is enabled.

• Use common configurations for SCT conditions summary, hole search and track summary tools in SCT and TRT monitoring
• Try to match order of SCT conditions tools in old configuration and added missing module veto tool.
• Order SCT conditions tools in the same way for data and MC.

With the MR mentioned above on top, q220-q223 and q431 still run and no differences in the output are observed. Main test was done with the atheneMT data18 reco test.
