TCT: enabling RAWtoALL in q431

This MR updates the TCT tests test_q431 and test_q431_mp with the following:

• using option doRAWtoALL - because this will be run in production
• increasing the number of events from 100 to 200. Expecting small increase in duration.
• updating the recommended conditionsTag: CONDBR2-BLKPA-RUN2-03

Additionally in test test_q431_mp, doing the comparison step only when the Reco_tf step was successful.
