L1Decoder: Add roiWord to TrigRoIDescriptor in Run-3 L1 Muon RoI unpacking

Fix missing roiWord in TrigRoIDescriptor produced by MURoIsUnpackingTool in the Run-3 EDM path. The same was set in the Run-2 path (the other unpack overload in the same file) and is required by downstream code (MuFastSteering).

Fixes a blocker for ATR-22820
