TrigCost: Monitor only l1 seeded chains

• add an option to filter active chains by collection name
• pass to Cost Data and monitor only l1 seeded chains
• add MonitorChain class and dummy CounterChain class

Possible improvement:

• create chainToAlg map only for l1 seeded chains
