Add the option to rewrite legacy L1 result (ROIB::RoIBResult) into the output ByteStream file with online HLT framework in addition to the Run-3 L1 result. cc @wiedenma
Update the relevant Modifier in Modifers.py accordingly.

Required for HLT reprocessings which rerun the (legacy) L1 simulation on data.
