RoIBResultByteStreamTool: Update L1 Trigger bits in event header when converting CTP result to ByteStream

When converting CTP result as part of ROIB::RoIBResult (legacy Run-2 L1 result format) to ByteStream, update the output event header with the corresponding L1 trigger bits. cc @stelzer

Required for HLT reprocessings which rerun the (legacy) L1 simulation on data.
