Manual sweep of !40797 from 21.0 to master: Ensure that the PDGTable.MeV file is only copied locally once during the simulation configuration.

These changes are required to avoid clashes between the local copies of the PDGTable.MeV file made by the configuration of various G4Extensions do not clash if more than one of them is used in a given job. Should fix ATLASSIM-5107.
