ISF FastCaloSim CA migration: ParticleBroker, UserAction, InputConverter bug fixes

Steps towards making old and new style FastCaloSim configuration identical.

Applying these bugfixes, running MT on one thread makes old vs. new config identical. Many differences still occur when running on multiple threads.
