TrigValSteering: Handle multiple input files for athenaHLT

The correct format to specify multiple input files for athenaHLT.py is --file=file1.data --file=file2.data .... Adapt TrigValSteering to handle this correctly.

Discussed in ATR-22915 event though the ticket was initially about something else.
