Fix discrepancies between serial and threaded running of legacy HLT monitoring (ATR-22732)

Resolve lingering differences between serial and threaded running of legacy HLT monitoring algorithms:

• fix a bug where AFP monitoring changed global histogramming behavior
• add readhandlekeys to force certain sequencing in RAWtoALL
• ensure global old-style configurations are properly propagated to legacy algorithms in threaded mode
