Improvements to MC+MC TTL1 overlay

Improvements to MC+MC TTL1 overlay:

• split TTL1 overlay algorithms for LAr and Tile
• fix the CA-based configuration and enable it by default (fixes ATLASSIM-5133)
• the CA-based skeleton disables LVL1 trigger if triggerConfig is explicitly set to NONE
