Pairwise topo combo sel fix ATR-22652

  • fixed typo in some chain names: 03dRleg000leg00110 -> 03dRleg000leg001100
  • migrated TrigComboHypoTool module in the TrigHypoCommonTools package
  • removed 03dRleg000leg001100 hypo to the chains Tau+X to avoid an error (will fix in a future MR)
